The courthouse civilian is a citizen of Ninjago City.
History
Christofern (flashback)
The civilian was strolling through the streets of Ninjago City until Garmadon appeared, so he quickly fled in fear.
Public Enemies 1, 2, 3, 4 and 5!
The civilian was on a tour bus at night, looking terrified that the vehicle was about to being hit by a SWAT truck lifted by Zane's Golden Dragon Jet. As the truck flew over him, the civilian took cover in terror but calmed down as the vehicle passed.
Ninjago City vs. Ninja
The civilian walked into Ninjago City Courthouse to witness the trial of the ninja. During the trial, the man was relieved to hear Dareth's argument in favor of the ninja, who reminded the witnesses the times where the ninja saved the world.
Roots
The civilian was present during the final battle against The Overlord. When the villain was defeated, the civilian cheered happily along with other civilians and The Resistance.
