Ulysses Norville Trustable is the former[1] mayor of Ninjago City. He was elected sometime after the end of the Great Flood. He dislikes the ninja, due to them being unable to prevent destruction during their past battles in Ninjago.
History[]
At some point after the Great Flood, Ulysses Trustable was elected as the new mayor of Ninjago City. Because of the ninja's absence and their failure to prevent destruction on the city, Ulysses hired the New Ninja to be the new protectors of Ninjago City.
Farewell the Sea[]
On the news, Ulysses gives his opinion on the New Ninja, considering them less destructive as opposed to the original ninja, whose involvements cause millions in damage, also moving his pet cat, Mr. Fussly Fussly, aside as he did so.
A Mayor Problem[]
Ulysses was golfing until the ninja came to visit him. The ninja revealed to Mayor Trustable that they found a way to bring Nya back and that they need Aspheera's help to do so, which was why they visited him. After they mentioned Aspheera, as well as her staff, Ulysses denied the ninja's permission, but Cole and Lloyd tried to reason with him. This caused Ulysses to retort at the ninja, saying he doesn't want Ninjago City to be put at risk while making them leave his office.
Public Enemies 1, 2, 3, 4 and 5![]
Ulysses supervises Dwayne as he arranged a portrait of himself and Mr. Fussly Fussly, and as they were admiring it, Warden Noble called to inform him of Aspheera being broken out by the 'New New Ninja', all clad in black before Ulysses tells Noble to have them found and arrested. He later observed Mr. Fussly Fussly trying to get at his fish from the fish tank before Dwayne came in to inform him that the truck carrying Aspheera's staff is airborne. Although he disbelieves it, the truck, lifted by Zane's chopper, crashes into the building, scaring him. He then received a call from the Teal Ninja about the theft and that the 'New New Ninja' were merely the old ninja in disguise. Enraged, Mayor Trustable orders him to arrest the ninja and declares them 'Public Enemies Number 1, 2, 3, 4, and 5.'
Hounddog McBrag[]
Ulysses was playing golf when Dwayne came in and informed him of the ninja's escape, and calls the Police Commissioner, while moving Mr. Fussly Fussly away from him. But the Commissioner doesn't comply with his order to pursue the ninja, due to his jurisdiction, a rule Ulysses apparently forgot about, causing him to strike the phone with his golf club, where it lands in his fish tank. He then tells Dwayne to bring in Hounddog McBrag.
A Lesson in Anger[]
In the wake of the Crystal army's invasion of Ninjago City, Ulysses details Dwayne to get his car ready before learning he is on live. He attempts to calm the citizens and reporters down, only for the New Ninja to fail and turn into crystal zombies. This resulted in Ulysses panicking and running away.
After the Final prophecy of Quanish the Elder[]
After the Overlord's defeat. Ulysses resigned as mayor.[1]
Personality[]
Ulysses is strictly calm, but can lose his temper when interrupted or told about the Ninja's actions. He is known to have a hobby of playing golf in his own office. He also cares for Mr. Fussly Fussly, his cat, but moves him away while busy, albeit gently. He is also somewhat oblivious to certain events, such as not realising he made the rule not to allow the NCPD to leave city boundaries.
He dislikes chaos and destruction upon Ninjago City and believes that it and the citizens should be at peace, rather than suffer through catastrophic events that occurred. He is also shown to be a coward, as he had no qualms with leaving the city or the civilians when the crystal army began taking over.

Despite the ninja being protectors of Ninjago City, Ulysses despises the heroes and considers them to be reckless, saying that whenever they tried to defend the city, they end up causing more destruction than before during their battles. When the ninja mentioned Nya's sacrifice and told him that there's a chance that they can bring her back, he didn't care at first until they mentioned that they also need to free Aspheera from Kryptarium. Because of this, he denied the ninja's request.
When Ulysses discovered that the ninja disobeyed him and almost destroyed the city just to get Aspheera's staff, he was infuriated and ordered the ninja to be arrested, declaring the ninja to be public enemies one through five. Additionally, unlike many of the other Ninja's former foes and the New Ninja, he is not seen helping them rebuild the monastery, meaning that he retains his dislike of them and they remain on bad terms because of it.
